Annual Report 1994-1995
A new effort, a new activity and a new vision — Special units for the disabled children (we started calling them differently-abled) are established. Abhinaya and Kala Arpan two programmes to nurture the hidden talents of children is introduced. 

 

 

Looking Back .

The financial year 1994-95 was yet another year of consolidation.  Although Deepalaya has not really shed any project location, it has reduced direct operation in Deepalaya Plan Project.  The phase-in is growing from 7 locations to 14 locations, two extra locations in the West and 5 in the South.  The concept of Crusader and social entrepreneur is still being clarified and it appears that it takes time to sink in the concept.

The process of integration of communities and empowering them through establishing legally registered community based organisations are progressing and legalities of obtaining them recognition under various statues are also on the move.  Qualitative aspects of our programmes are being addressed although the quantitative target oriented giving and taking, accounting and controlling are still  overwhelming.  The real pursuit of development is a changing perspective.  Collaboration with the Government, linkages with professional institutions, corporate bodies etc., are improving and expanding.
Couple of land marks of 94-95 are the land acquired for the formal school of Deepalaya from the DDA after relentless efforts of the last over 5 years.  Collaboration with the Narangs, an industrial house for a joint venture to serve the vulnerable section is another.  An attempt was made to launch the Homeo project and extending on to the girl-child project, joining hands with the Government of Delhi in polio-pulse and Literacy For all (Total Literacy Project) Programmes are other highlights.  The phase out and Phase in as a phenomena which emanated from the policy of Deepalaya is vigorously pursued in order to provide a clear concept of participatory involvement of communities in implementing the

DEVELOPMENT PARADIGM.

The NGO work is moving in tandem with the changing scenario of liberalisation of industrial programmes.  Commitment to the profession of Social development is marginalised and the large turn over of staff in NGOs is becoming a causality for qualitative development of communities who need a long term association, fellowship of hand holding and nurturing.  Everybody is on a fast track but development in the true sense of the term need space and time.  Deepalaya continues to struggle within these limitations.

The events of Maitri Shree, Abhinaya, Kala Arpan, Deepalaya Parivar Sammelan not only gave empowerment and integration, but also nurtured mutual concern and cooperation.
Deepalaya got adequate visibility through electronic and other media.  More sponsors joined the family of Deepalaya.  We have only appreciation for the community who enable us to serve them and the Deepalaya workers struggling to serve this vulnerable sections of society.  It is a great challenge and we are accepting it with considerable poise.  We are optimistic that we will be able to bring changes in the environments of people specially children and women who are our priority and are also the future.

The Year That Was

Sixteen years have gone into the annuals of Deepalaya and now it is the turn of 1994.  A decade and
six years ago Deepalaya began as the intercessor with the principal aim of educating children from weaker sections. We began by running a school in a small house at C.R. Park, South Delhi.  Today we have grown to become the largest operational NGO in the capital spreading the good work into three areas of Delhi namely South Delhi, West Delhi and North West Delhi, taking care of more than 15,000 children in 34 slum clusters of the capital.

The year 94-95 has been specially significant for the women of India at the macro and micro levels Ms. Sushmita Sen and Ms. Aiswarya Rai have brought a sea change about the perception of women – the world over,

We at Deepalaya are proud to acclaim that at the Micro Level a special project for the Girl child was launched taking into consideration the need for their upliftment,.  Women in India have proved beyond doubt that given the right environment and support they stand next to none.  In this positive scenario of Indian women hood where the national average of girl child enrollment is only 15%. Deepalaya has an amazing enrollment rate of 100% or in some cases more than that of the boys in tune with the National Index.

As a consequence of globalisation and GATT agreement the politico-cultural and fiscal scenario of India has undergone a sea change.

Majority of the European funding agencies have re-looked in to the development funding and its impact towards poverty alleviation and economic development of the third world countries.  In this environment of modern economic development, a possible alternate to foreign dependence for most Community Development Programmes can be the collaborative efforts of NGO’s with industrial and Corporate houses.  The enlightened rationate for corporate philanthropy can come from the recognition that industries carry an obligation to play an active role in nation building.Deepalaya’s plan to build community resource and in-formal financial institutions within the community has made the community buoyant towards self-reliance.

India’s participation in international convention on Environment, Child Rights, has activated some concerned activities to take up these issues in letter and spirit.  Deepalaya has pioneered in these two major issues along with the dreaded disease AIDS as a major issue/Desk Areas.  While thinking  globally we have always worked locally and formulated plans and programmes that reach the needy and poor without too many intermediaries.

Due to our constant effort to review and re-strategise our approach towards development.  Deepalaya has weaned itself from the community from being a delivering organisation to integrated Community Development Programme.  In the participatory community development the crusader working as an animator, sets pace to enable communities to assess their own potential in financial, material and human resources.  This paradigm shift keeps the community and the organisation always prepared  for a phase-out from the initial day itself.

The visibility and work of Deepalaya has made a world wide dent with ATN, Zee TV and Jain TV skylighting our programmes.  Consequently a lot of enquiries poured into the Communication Division .  The year 1994-95 was graciously closed with a spectacular dance performance by Padmashree Raja and Radha Reddy of Kuchipudi fame dedicating the show for the cause of children living in slums.

Mission of Deepalaya

Establish a new peaceful socio-economic, politico-cultural order which will help and enlighten communities to transform themselves into self-reliant, self-governed and exploitation free social structures that will foster a healthy and appropriate environment for the development of disadvantaged, specially the children.

ON THE PATH TO PROGRESS…

The mission to establish a new peaceful Socio-economic, politico-cultural social order in which the community is self reliant, self governed and free of exploitation is being fast realised by Deepalaya,  Sixteen years of relentless efforts have born fruit and Deepalaya has   succeeded to a certain extent in their efforts to leave behind a better enlightened community who can take care of themselves and have their own decision making mechanism.  Today, Deepalaya is taking care of more than 15,000 children in 34 slum clusters of Capital.  Some of the Major accomplishments of 1994 include the launching of the girl child project, giving added impetus to the total literacy campaign.  Strategy of the Ramditti JR Narang Deepalaya School, Phase in projects at new slums, launching of many health care schemes and community awareness and visibility campaigns.

GIRL CHILD PROJECT

The girl child project is an approach of positive discrimination towards the development of most disadvantaged half of mankind.  The programme is a holistic approach to enroll the girl child and to provide her a total package of life, health, education and make her an asset to the family and society.

TOTAL LITERACY CAMPAIGN

Deepalaya had launched the total literacy campaign in the year 1994-1995 in the areas of South Delhi and West Delhi,  Deepalaya has also joined hands with the Delhi Government in their intensive drive to make Delhi a literate state.  The political constituency of Rajouri Garden and South Delhi has been specially given to Deepalaya to implement total literacy.

PHASE IN PROJECT

The strategy of phase – out and phase-in is a policy towards introducing a “Development Paradigm”  The phase – in was initiated at West Delhi and South Delhi areas.  The strategy is to animate and interact with the community members, priorities their need and train them to identify resource and potential with in to help the community to help themselves.

DEEPALAYA PARIVAR SAMMELAN

The  Deepalaya Parivar Sammelan is organised to understand the impact of togetherness, involvement among the community.  The objective is to see how they pursue self reliance and judge their preparedness to manage own affairs.

RE-STRUCTURING OF DPP

At DPP a major re-structuring was carried out to facilitate decentralised decision making and creating better team spirit.

A team leader and his crew are responsible for certain focus areas like, Literacy, Sanitation, Youth and Women Right, Child Rights, income Generation, Phase-in, Training etc.  These teams are decentralized with almost all approving authority given to the sector teams headed by Team Leaders.

REGISTRATION OF COB’S UNDER SOCIETIES ACT UNDER 12A & 80G OF IT ACT

All COB’S who have completed an initial period of 3 years from its inception is being registered with the Government under Societies Act and under 12A & 80G to provide them the recognition and  identity of registered community based organisation, So far 26 have been registered.

NOS (NATIONAL OPEN SCHOOL)

The NOS accreditation has facilitated over 240 candidates to acquire admission in Academic and Vocational programmes.  This facilities the drop outs and Neo-literates and especially the females to further their studies.  Women candidates were given special coaching at Transit Camp to clear their Secondary and Sr. Secondary exams through NOS.

DEEPALAYA SANJAY COLONY SCHOOL

The school with a difference for children from the slums has once again achieved its enviable track record of performances in academic, Cultural and extra curricular fields.  96% of the children have cleared their exams.  The school children also presented cultural shows at Lady Shri Ram College.  Tihar jail and received wide spread applause for Kinglear a classic of Shakespeare.  Which was staged at Mavalankar Auditorium and was given a special coverage by the World Wide Television Network.

ABHINAYA-94

A progressively held programme for the third consecutive year this has been a unique experiment in bringing the children of slums and public schools on a common platform to sensitize and educate on the existing realities of the Social Structure.
About sixty odd children participated in this integrated.  Drama festival organised by Deepalaya.

COMMUNITY ORGANISATION AND INCOME ENHANCEMENT

A major thrust in the sectors of Community Organisation and Income Enhancement is the special feature of 94-95 in Deepalaya.

Over 19 Formal associations and 17 Non Formal groups were formed. About 809 family saving schemes and 19 association accounts became operational. Community revolving funds advancing and revovering of loans through CBO’s was an ongoing activity with the recovery rate being.

RAMDITTI JR NARANG DEEPALAYA SCHOOL

The dream of a second formal school became a reality with the inauguration of the Ramditti JR Narang Deepalaya school at khirki village.

Ramditti JR Narang Trust has invested over Rs,3.5 million towards the capital cost of the land and building of a school to specially educate the poor.

DEEPALAYA MIDDLE SCHOOL

After an endless pursuit with DDA and other Governmental Departments Deepalaya was successful in acquiring two across of land in Kalkaji Extension, Okhla area for Deepalaya Middle School,

HOMEOPATHY PROJECT

To promote and practice Homeopathic cure in the urban slums of Delhi Deepalaya started a Homeo project.  This programme is being implemented by South Delhi projects with the help of a Homeopathy doctor who has specialised in community Health care services.

NATIONAL ENVIRONMENT AWARENESS CAMPAIGN (NEAC)

Indian Environment Society has launched a National Environmental Awareness campaign to sensitise and raise awareness and concern on our degrading environment.

A grant of Rs,10000/- was forwarded to Deepalaya in order to launch this issue through mass awareness campaign and Nukkad Nataks.

URBAN BASIC SERVICES (UBS)

The urban Basic Services has partnered with Deepalaya in launching another Phase-in-project.  Here the community development programmes are initiated by the PCMR process with filler funding available from UBS budget obtained from Urban Development Ministry.  UBS has committed in principle to support such ventures for a period of 3 years.

RIGHTS OF THE CHILD

On 11 Feb.95 about 3200 children from Deepalaya assembled at Bal  Bhawan for the plenary Reporting session on Child Rights.  This programme was the outcome of a series of workshop and facilitation of children to understand the Rights of children as they felt and thought what it should be?

LINKAGES

The corporate office has been able to establish new linkages in the year 94-95 with many Social, Education, Financial & Technical and Health related agencies.

Prominent among them are Bachpan Bachao Andolan, Participatory Research in Asia, Bal Bhawan, Govt.of Delhi for Pulse Polio Abhiyan and Total Literacy.

WORLD WOMEN’S DAY

An issue  area with Deepalaya,  Women had to be made aware of this day.  At South Delhi a special seminar, free from the usual genre of resource persons and intellectuals, was organised to activate the community ladies and to speak about issues which were of prime female importance.

KALA ARPAN

Just as all things have to come to an end and great things in a great way, Deepalaya concluding annual event was the spectacular performance by Padma Shree Raja and Radha Reddy renowned exponents of Kuchipudi on 10th March 1995.  These eminent artists dedicated this particular show for the benefit of the underprivileged.

SOUTH DELHI PROJECT

The programmes at South Delhi Project has been operational predominantly in five slum clusters namely Sanjay Colony, Gole Kuan, Gandhi Basti, Tagore Basti  and Transit Camp.  This year as a result of Phase – in the activities were extended by the PCMR approach in four more new areas.  Sanjay Colony Extension, VP Singh colony in Okhla area and Jagdamba Camp and Valmiki Camp in Malaviya Nagar,

The Projects are decentralised, each project head is to prepare an action plan and budget proposal in consultation with Community and forward the same for an approval from Corporate Office of Deepalaya.  This ensures total freedom to implement the development programmes in consultation and participation of communities.

SALIENT FEATURES

The year 94-95 saw a major boost in Community based programmes and activities.  The thrust areas were Community Organisation and Community revolving funds for Income Enhancement programmes.
South Delhi has been specially appreciated by the Health Minister of Delhi government Hon. Shri. Harshvardhan for being one of best projects in successfully immunising over 2500 children during the October and December’94 pulse Polio Campaign.

If one looks into the balance sheet of our 94-95 a clear rise in the sectors of Community Organisation and Income Enhancement Programme is visible.  It is worth while mentioning here that a feeling of ownership has been created in the community to plan and implement programme and help themselves rather than depend on external agencies of Development.

WEST DELHI PROJECT (DPP)

The West Delhi project was launched in 1986.  Our accomplishments till date has facilitated shifting of responsibility from Deepalaya to the community in our preparations to phase – out by 1998.
Organisation Resource Consultants are scrupulously studying the programme effectiveness in the different sectors of work accomplished during our association in West Delhi Projects in the last eight years.

The thrust areas of West Delhi’s Raghubir Nagar, Khyala, Kirti Nagar and Meera Bagh involves empowering families and communities on an increasing scale to tend their own development.  The development of alternate leadership and youth activists sets the sail to smoothly take over the activities of Community Development on their own.

PHASE-IN

As the Phase-out is closing on, Deepalaya has initiated PCMR based Programmes in 9 new clusters of North West Delhi.  These areas are deliberately identified at a place further from existing projects to initiate programmes that are the outcome of Community Prioritisation and their own felt need.

REGISTRATION OF CBO

The members of Community Based Organisation have realised the need to register their samities under the Societies Act.  Till date 26 registrations of CBO  completed to give them legal structure.  All have filed application for 12A & 80G registration.

Deepalaya School
The Deepalaya School at Sanjay Colony is an independent unit of Deepalaya.  In addition to quality education the school has specially designed its programme for an integrated development of the child and its family. Situated amidst the slum colony the school provides easy access for the children to reach the school.  In order to reach out to maximum beneficiaries the school works in two shifts with over 32 teachers and one full time Principal cum Administrator.  The stress is on imparting English Medium Education to these children to bring them at a par with the public schools children.

SALIENT FEATURES

The school has set the track record of 96% pass in the year 94-95
The students who have passed their VIII Std. have secured admission on merit basis, to continue education in some other Public  schools like Vinay Nagar, Satya Sai and Delhi Public Schools,
A special conversation classes for correct English speaking.
Library, Sports and other house activities.
Free Uniform, books and exposure trips.
COMMUNICATION DIVISION
The Communication Division has been set up in 1991 with the prime objective of skylighting the work with the very raison-d’etre of Deepalaya.  In this effort the independently functioning Communication Division – A professional core of motivated youth, have been successful in reaching us out to many countries in the Mideast and South East regions by resourcing slots in satellite Channels like Zee TV, Star and Jain TV.  The focus of this publicity is to generate Deepalaya sponsorship and Corpus fund and help Deepalaya march towards sel-reliance and Self sustenance.  These telecasts have poured in many enquiries and association for us. Chief executive had the privilege to profitably venture towards these destinations in a mission to sensitize and collect funds from the haves for the have notes.

Ramditti JR Narang Deepalaya School
Toeing in line with Deepalaya Sanjay Colony School, yet another ventures in our sustained efforts to provide long term investments for the society as well as to the people is the upcoming Ramditti JR Narang Deepalaya School.  This school will be able to impart formal education to more than 600 children living in the slums of Valmiki, Jagdamba and clusters in the neighborhood of Malviya Nagar Area. Ramditti JR Narang School is another feather in the cap for Deepalaya, In fact the school came in to bring because of the active support provided by the Narang Group of Industries.  Deepalaya has always believed that industrial establishments and Business houses have a big roll to play in the upliftment of the society and the gesture shown by the Narang a is just the first step in this direction.

PHASE-IN PROJECT
The First phase – In project was started in West Delhi and South Delhi areas as a simultaneous exercise owing to Phase – Out Programmes.  New areas were identified in these two areas.  The approach in these clusters was through the PCMR process(a process of planning cum micro-realisation of community animated by Deepalaya Cadres).  Most of the clusters were deliberately identified at distant places from the existing projects to generate peoples interest and raise own resources rather than depend on outside help and funds.  Nine clusters were identified in the North West areas and two clusters in the South Delhi area.
With minimum spending on our part the project have been initiated by animating and sensitizing the community to mobilise resources and raise own funds for community development projects.  With less than 20% external support the Community based programme area progressively taking shape.  The data below speaks for itself the development work in Phase -in Projects.
As the expenses for recurring and routine activities are raised within the community the need for external support is on infrastructure building, vocational centres and asset building.  It has been a positive experience for Deepalaya to make the community prepare for self-rerliance from the very beginning itself.  Where is the date give a summary tabulation.
